PLAT PROTOCOL
It is REQUIRED that before submitting plats for any project to check with
Planning & Codes at 410-479-8100 to ensure compliance with zoning/codes
regulations. Also, if your project involves property that has an existing house
with private well and septic systems you will need to apply for a
"Water and Sewer Verification" (referred to as "WSV")
before you apply for perc test or submit final plats. This WSV will address the
existing well/septic and Sewage Reserve Area (referred to as "SRA").
All plats are submitted to the Planning and Codes Department at 403 S 7th
Street, Denton, MD, who will forward the plats to other agencies, including the
health department. The following is recommended when submitting plats:
- Correct number of plats to be submitted to Planning & Codes (call

or visit their website at

- Check payable to Caroline County Commissioners (call 410-479-8100 for
fee)
- Check payable to Caroline County Health Department (refer to
fee schedule)
- Correct Signature Block for Health Department (see examples, below)
- Correct signature Block for Planning & Codes and other agencies (call
410-479-8100)
The Health Department fee is payable to "Caroline County Health Department".
Property line revisions, Sewage Reserve Area revisions, and minor subdivisions
on private septic are charged a flat fee. All other plats are charged a fee
which is calculated on a per lot basis.
Type of Plats/Plans
- Health Department Worksheet Plat – A “Health Department Worksheet
Plat” may be submitted for review prior to formal submittal of a plat to
Planning and Codes. This in an optional review step and no fee
is charged at this step. Typically, the engineer or surveyor works with the
area sanitarian in assuring the field work (perc and piezometer) has been
properly located and proposed SRA’s are properly delineated. This interim
step was put in place so as not to overburden the formal review process with
multiple review submissions.
- Sewage Reserve Area (SRA) Plat - A plat which does not
involve the subdivision of land. A SRA plat involves the establishment of a
Sewage Reserve Area in cases were there is no intention of building
development within 2 years of plat approval.
Health Department formally reviews and approves the plat. The plat may be
recorded in the clerk’s office. The appropriate Health Department signature block is
required on plat at time of submittal. Signature blocks differ depending on
type of SRA plat such as: Establishing SRA, Changing
location of existing platted and recorded SRA, or Abandoning
an existing recorded SRA.
- Site Plan – A site plan is a detailed plan which is submitted for
the issuance of a Sanitary Construction Permit (SCP). This scaled plan shows
dimensions of proposed and existing structures, sewage disposal area,
potable and non-potable wells, perc test locations and other features
required prior to issuance of SCP. Check with Planning and Codes for
submission of site plan for building permit purposes. A site plan does not
require recordation.
- Subdivision Plat – Major and minor subdivision plats utilizing
onsite sewage disposal, individual water supply (wells) or community water
and wastewater systems or any combination thereof, are submitted formally
through Planning and Codes. Forms including the Water and Sewerage Allocation Certificate and
Water Supply System & Sewerage System
Capacity Commitment Form The Subdivision Of Land must be completed prior
to plat approval (if parcel in town with public sewerage and/or water). The
appropriate Health Department signature block is required on plat at time of
submittal. Block Wordings differ: Public Water and Sewer;
Public Water, Private Septic system(s); Private
Wells and Public Sewer, or Private Wells and Private
Septic Systems. In cases where the residual parcel is not
buildable, an additional statement must be added to the
signature block.
- Lot Line Revisions – Parcels where property owners are changing
their property lines and are not creating a new lot must submit an
application for Water/Sewer Verification if either or both of parcels have
an existing home site or if it has a current perc approval prior to formal
submittal of the plat. Properties that are farm land and have no wells
(irrigation or domestic) or home sites will not require a Water/Sewer
Verification. There may be other situations where a water and
sewer verification is not required. Please contact this office for
further clarification. This type of plat will need to be recorded. The appropriate
Health Department signature block is required on plat at
time of submittal.
- Combining Parcels or lots – A plat created for the purpose of
removing a property line. This type of plat will need to be recorded. The
appropriate Health Department signature block is required
on plat at time of submittal.

PRIVATE WELLS
AND PRIVATE SEPTIC SYSTEMS (For each lot):
This subdivision is approved for interim individual
water and sewerage systems and their use is in accordance with the Caroline
County Comprehensive Water and Sewerage Plan. The applicant or any future owner
must discontinue use of these individual systems and connect to the community
systems when they become available. The subdivision shown hereon is approved as
being in conformance with the Caroline County Comprehensive Water and Sewerage
Plan.

action carefully." Said parcel(s) do (does) not constitute (a) building
lot(s) and therefore may not be considered for development until such time as
either the parcel(s) can be served by a community sewerage system or evaluation
of the parcel(s) demonstrate(s) that the parcel(s) meet(s) the provision set
forth in the Code of Maryland Regulation (COMAR 26.04.02 and 26.04.03, if
applicable) in place at the time the proposal is submitted. Futhermore,
development must be consistent with applicable State and County codes,
regulations and laws.

Add under

established for development purposes. For example, an agricultural parcel left
over as “residue” from a lot created and approved for development purposes.

The purpose of this plan is to establish a sewage reserve
area (SRA). The SRA as shown is approved for on-site sewage disposal.
The health department approval on the plat certifies that the SRA shown hereon
is in compliance with the pertinent Health Departments laws and regulations as
of the approval date. This approval does not serve as a sanitary
construction permit and the property owner is notified that he must still apply
for and obtain a sanitary construction permit before developing the property.
At the time of permit application the property will be evaluated pursuant to

revise a sewage reserve
area (SRA). The SRA as shown is approved for on-site sewage disposal.

of the approval date. This approval does not serve as a sanitary
construction permit and the property owner is notified that he must still apply
