PLAT PROTOCOL

It is REQUIRED that before submitting plats for any project to check with Planning & Codes at 410-479-8100 to ensure compliance with zoning/codes regulations.  Also, if your project involves property that has an existing house with private well and septic systems you will need to apply for a "Water and Sewer Verification" (referred to as "WSV") before you apply for perc test or submit final plats. This WSV will address the existing well/septic and Sewage Reserve Area (referred to as "SRA").

All plats are submitted to the Planning and Codes Department at 403 S 7th Street, Denton, MD, who will forward the plats to other agencies, including the health department. When sumitting plats, recommend the following: The Health Department fee is payable to "Caroline County Health Department" and the fee is dependent on the plat. Property line revisions, Sewage Reserve Area revisions, Ag Use only, and new lot on private septic plats are charged a flat fee. All other plats are charged on a fee computed per lot.

FEES: Caroline County Health Department fees are broken down into four categories:

  1. Minor newly created lot
  2. Property Line Revision, Combining Parcels/lots, SRA revision, Ag Use
  3. Major (private septic)
  4. Major (public septic/well--Water/Sewer Allocation Certificate must be processed BEFORE plat will be signed)

PRIVATE WELLS AND PRIVATE SEPTIC SYSTEMS (For each lot):

This subdivision is approved for interim individual water and sewerage systems and their use is in accordance with the Caroline County Comprehensive Water and Sewerage Plan. The applicant or any future owner must discontinue use of these individual systems and connect to the community systems when they become available. The subdivision shown hereon is approved as being in conformance with the Caroline County Comprehensive Water and Sewerage Plan.

PUBLIC SEWER - PRIVATE WELL -- For use when individual water supplies for each lot are planned and a community sewage system is existing:

This subdivision is approved for interim individual water systems and a community sewage system(s) and their use is in accordance with the Caroline County Comprehensive Water and Sewerage Plan. The applicant or any future owner must discontinue use of these individual water system(s) and connect to the community system(s) when the community system(s) become available. The subdivision shown hereon is approved as being in conformance with the Caroline County Comprehensive Water and Sewerage Plan.

NOTE: When the community sewerage system must be constructed USE the following signature block to the plat for the property owner to sign. The plat will not be signed by the County Environmental Health Department until the Construction Permit has been issued by the State Department of the Environment.

Plans for a community sewage system have been approved by the Maryland Department of the Environment or the Caroline County Environmental Health Department and said facilities will be available to all lots offered for sale. This subdivision is approved for interim individual water systems and a community sewage system(s) The subdivision shown hereon is approved as being in conformance with the Caroline County Comprehensive Water and Sewerage Plan.

For lot line revisions that do not create new building lots and do not have existing well or septic or community water and sewer, such as adding from one parcel to another parcel that has no existing well(s) or septic system(s):

The purpose of this plan is solely for "describe action carefully." Said parcel(s) do (does) not constitute (a) building lot(s) and therefore may not be sonsidered for development until such time as either the parcel(s) can be served by a community sewerage system or evaluation ofthe parcel(s) demonstrate(s) that the parcel(s) meet(s) the provision set forth in the Code of Maryland Regulation (COMAR 26.04.02 and 26.04.03, if applicable) in place at the time of proposal is submitted. Futhermore, development must be consistent with applicable State and County codes, regulations and laws.
